Troubled Waters is designed to facilitate younger readers understanding of the changes that need to take place in order to prevent a replay of the flooding from Hurricane Floyd. In its pages, a teenage girl and her father discuss a number of significant problems: building in floodplains; destroying wetlands; developing properties without considering drainage; and constructing roads and bridges that cannot handle flood runoff. Created in comic-book format and illustrated by retired, nationally syndicated cartoonist Bernard Case, Troubled Waters endeavors to render these complex issues accessible and interesting to young people.
