You know what I think? Health care should be completely free. Absolutely free. So should all schooling; day care, pre school, kindergarten, grade school, High school, college. All of it. This way, everyone will have the opportunity to achieve their dreams. And this way, their will always be teachers, doctors, nurses, etc. The way to make sure you have the best? Easy, every applicant to a job has to take some sort of proficiency exam. If they score below a certain percentile, they are excluded; gives them an incentive to keep studying.
Your probably wondering how we would be able to afford this, right? Again, easy. All property is owned by the government, initially (excluding any property already completely paid for). When they owner of a home passes away, a child of age may "inherit" the home. However, if there is an amount still owed on the home, they take over the payments. If not, they will still need to pay the inheritors fee, basically paying for the right to take over the deed. This would be a fraction of the amount paid for the home; 15%. If an owner wishes to sell their home, they would be required to sell it back to the government for 90% of what they paid. This allows a fair price for the owner, while allowing the government to remain well financed. We can almost completely get rid of the banks. Instead of taxes, the government would make its' money through sale of property, financing it over a period of years. Same with businesses, even if it is a home based business. Instead of applying for a loan, you'd finance through the government.
If the need for a "sales tax" is needed, which I doubt, it would be applied to the business, not the customers. Why should they pay for the right to buy something? It should be the business buying the right to sell. Government is supposed to be a not for profit organization. True, ours to date hasn't made any profit, if anything it's gotten us into debt. But that is not the Governments goal, either.
In order to keep our economy flowing in the right direction, the fields of science, technology, teaching, healthcare, public safety (i.e. police), farming as well as preservation would be well financed and the people in those fields well paid. Again, they would have to pass that all important test to enter as a professional in that field. Also, this test would be required EVERY TIME said person changes employers. I'm not one to take a persons word for it.
Social security numbers would be used for all accounts. For example, if there is a need for a bank, your SS# would be your bank account #. Your telephone account number, not your phone number. All accounts would be directly linked to your SSN. Reason 1) safety for companies, a person wouldn't be able to avoid them if the company had that number 2) much easier to have one number for every account 3) a databank would be set up nationally to protect the consumer; ie, you call the databank, let them know where you have set up an account, the company needs to register your account. This prevents fraud.
Holy places; ie, churches, synagogue's, etc. would have to be privately financed. The government is not meant to incorporate or support any religion. Religion can be found any where if you look.
New building, such as homes for the homeless would be built on sections of cities and town considered "abandoned" or an "eye sore". These building would have separate rooms, for individuals, families, etc. It would incorporate a national job search and placement program as well as services to the disabled.
The Government "home loan program" will work with the citizen buying the home, i.e. the national average people are supposed to spend on housing needs is about 30% of their monthly income. This would not apply to the homeless, as they have no income unless a job is secured in the program. When they do acquire a job and hold it for a period of three months they will be required to pay 15% of their income for each consecutive month they remain in the home. The requirements of the home would include 1) Job searching, 2) applying for benefits, 3) applying for disability, 4) training for a job or going to school, 5) going through a drug/alcohol recovery program. They must meet at least one of the requirements. Although we wouldn't want anyone to be left on the street, there are those who would abuse this system.
