3. In defence of moral experts

I’m no expert. Still, I reckon the notorious claim made by Michael Gove, a leading campaigner for Britain to leave the European Union, that the nation had had enough of experts, will dog him for the rest of his career. In fact, he wasn’t alone. Other Brexit leaders also sneered at the pretensions of experts, the majority of whom warned about the risks – political, economic, social - of a Britain outside the EU.

8. Stars Sign Letter To Keep Britain in the EU

Actors, authors, artists, and musicians alike are taking stand to urge voters against Britain leaving the EU. Stars, including our own Helena Bonham Carter and Sir John Hurt and Sherlock star Benedict Cumberbatch, argue that taking such a step would hurt the creative industries in Britain. Over 250 celebrities signed the letter, published by the Telegraph, in it they wrote:

From the smallest gallery to the biggest blockbuster, many of us have worked on projects that would never have happened without EU funding or collaborating across borders. Britain is not just stronger in the EU, it is more imaginative and creative. Our global creative success would be severely weakened by walking away.

Many of those who signed are worried about where their industries would end up if Britain left the EU, calling it a “leap into the unknown.” They believe that, without the EU, Britain will lose it’s creative influence on the world. Britain has been center stage, creatively, for decades, centuries, even; people are afraid that making such a drastic decision as no longer being a part of the EU will hurt them beyond repair.

Not all actors are backing the ‘Remain’ campaign. Those like Michael Caine and the creator of Downton Abbey, Julian Fellowes, have said they will be voting against it. Caine believes that the EUs rules on freedom of movement put a damper on young English talent. Fellowes said in an interview with Daily Mail:

It’s not just that I think they are important – because they are – but I think it’s the wrong direction. History has for hundreds of years been moving towards government that is answerable to the people and suddenly we have done an about-turn and we’ve gone back to the Austro-Hungarian empire. I don’t think that’s the right direction.

Thursday, June 23rd, will be a day full of politics as the referendum is held. Several television networks will be hosting debates, so we will see arguments from both sides before we receive the tally of votes and ultimately the fate of Britain.

I was rather dubious about such a vote even happening, and even more so about the quality of the debate that would ensue. Currently a UK-authorized bank, insurer or securities firm has the right to carry on business in another EEA state without further authorization. This passporting right allows UK firms to access European markets and over 2000 UK investment firms benefit from a passport under MiFID. 16. The questionable logic of international economic sanctions

Whatever the international crisis – whether inter-state war (Russia-Ukraine), civil strife (Syria), nuclear proliferation (North Korea), gross violations of human rights (Israel), or violent non-state actors on the rampage (ISIS, al-Qaeda) – governments, pundits and NGOs always seem to formulate the same response: impose economic sanctions. 21. Parental consent, the EU, and children as “digital natives”

Children have become heavy new media users. Empirical data shows that a number of children accessing the internet – contrary to the age of users – is constantly increasing. It is estimated that about 60% of European children are daily or almost daily internet users, and therefore, by many they are considered to be “digital natives”.

However, in our view, the use of this “digital natives” concept is misleading and poorly founded, and is based on the assumption that children are quick to pick up new technologies. A recent EU Kids Online study invalidates this assumption. The study shows that even though children actively surf on various online applications, they lack digital skills such as bookmarking a website, blocking unwanted communications, and changing privacy settings on social networking sites. Many children are not capable of critically evaluating information and changing filter preferences.Interestingly, the lack of skills to perform specific tasks while being online does not impinge on children’s beliefs in their abilities – 43% of surveyed children believe to know more about the internet than their parents. At the moment, no correlation between this proclaimed self-confidence and their actual understanding of how internet works can be done due to the lack of data. Nevertheless, it is worth questioning whether, and to what extent, it is reasonable to expect that children understand the implications of their behaviour and what measures could mitigate children’s online risks in the most efficient and effective way.

It is probably closer to the truth to say that, in terms of privacy and data protection awareness, children are anything but “digital natives”.

Indeed, children’s actions online are being recorded, commercialised and serve for the purposes of behavioural advertising without them actually realising. This media illiteracy is tackled by awareness raising campaigns and policy measures on domestic and EU levels. However, it seems that these measures only partially address the challenges posed by children’s online engagement.

The European Commission (EC) seems to be in favour of legislative measures providing for a stronger legal protection of children’s personal data in the online environment. In Article 8 of the proposal for the General Data Protection Regulation, the EC introduces verifiable parental (or custodian) consent that would serve as a means of legitimising the processing of a child’s personal data on the internet.

Article 8 of the proposal foresees that parental consent would be required in cases where the processing operations entail personal data of children under the age of 13. The age of 13 would be the bright-line from which the processing of children’s personal data would be subjected to fewer legal constraints.

In practice, this would divide all children into two groups; children that are capable to consent (i.e. 13-18 year olds) to the processing of their personal data and children that are dependent on parental approval of their online choices (i.e. 0-13 year olds). Drawing such a strict line opposes the stages of physical and social development. Also, it requires the reconsideration of the general positive perception of the proposed parental consent from a legal point of view. In particular, it is necessary to evaluate whether the proposed measure is proportionate and whether it coincides with the human rights framework.

In a recent article published in the International Data Privacy Law Journal, we have analysed the proposal to distinguish between children younger and older than 13 years and found many practical and principled objections. Apart from the practical objections, which are often self-evident (e.g. what about the protection of children in the age group from 13 to 18 year old? How to ensure the enforcement of the proposed parental consent?), there are several fundamental problems with the proposed 13 years-rule.

The bright-line rule, which would require data controllers to obtain parental consent before processing personal data of children aged under 13, seems to be incompatible with the notion of evolving capacities. The proposed measure is based on the assumption that from the age of 13 all children are able to provide an independent consent for the processing of their personal data in the online environment. The proposed Article 8 ignores the fact that every child develops at a different pace and that the introduction of parental consent does not ensure more guidance regarding online data processing. We also regret that Article 8 in its current form doesn’t foresee a way in which children could express their own views regarding the data processing operation; the responsibility to consent would rest exclusively with a parent or a legal guardian. This set-up opposes the idea of children’s participation in the decision-making process that concerns them, an idea anchored in the UN Convention on the Rights of the Child (UNCRC) and that is recognised by both the EU and its Member States.

Finally, our analysis suggests that children’s rights to freedom of expression and privacy may be undermined, if the proposed parental consent is introduced. As a result of Article 8, children’s access to information could become limited and dependent on parents. Also, the scope of their right to privacy would shrink as parents would be required to intervene in children’s private spaces (e.g. gaming accounts) to make informed choices. Therefore, it can be observed that the introduction of parental consent contradicts the key principles of human rights law enshrined in the UNCRC.

22. "I'm going to raise my voice for peace from now on..." by Miriam Halahmy

Take around seventy students from France, Germany, Spain and Turkey, put them in a room and tell them to speak English, think English, read English and write English about Peace and Tolerance.     What happens?
"Everyone wrote, said and did something about peace, they were creative, honest and nice." Gulsah, 14 years,Turkey.

In October, 2014, I was invited for a second time to the Lycee Maurice Genevoix in Paris  to lead workshops on Peace and Tolerance. The school is part of an EU project and this time the partner schools from Germany, Turkey and Spain were joining us.





All the students were divided into two groups and each group would have a two hour workshop with me.
 How could I make sure that this mix of students with such varied abilities in English, whom I had never met before, had a positive and meaningful experience and gained some insight into working for peace and tolerance?


I need not have worried. The students came prepared to struggle with their English, listen, debate, question, laugh, say things out loud which are really quite difficult to admit to ...."I do not feel I can say that I am proud to be Jewish in France today".... and meet the Other from another country with an open heart and an open mind. It was a privilege to work with them.

I started with a poem by a boy who was an asylum seeker from Bosnia. Unfortunately his name is not known.

This the opening of the poem and we had it translated into French, German, Spanish and Turkish. Then students came forward to read the entire poem in all five languages. It was a very moving experience.



After the reading, we discussed the poem and then I asked the students to write a piece showing how they might respond to the boy. Here are examples of their writing :-

I met Sami Hazbon for the first time earlier this year on my first visit to the Lycee. He had only recently arrived with his sister, escaping the war in Homs, Syria.  Sami speaks excellent English. It was lovely to see the progress he is making and how well he is settling into his new life, even though it has been very hard for him.
Sami has read my novel HIDDEN and commented on how he related to this story of asylum seekers.




For this visit I wrote a poem specifically for the students, which I hoped they could access easily and use as a model for writing their own pieces. The poem is called, 'Light a Candle' and there are five stanzas. Here are the last two :-

Light a candle
when you are afraid
lonely, angry, sad
without words
and in despair

Light a candle
light another one
light seven billion candles
for Peace

The students then talked in groups before writing their own poems.

The pleasure was all mine. I could write much more about the sessions but I feel that the students words are more valuable.



I also had the chance to meet up with a group of older students I had first worked with on my previous visit. They particularly liked a poem of mine called, Corner Shop. The poem is set in my local shop just as the first Gulf War broke out. Standing in the queue were orthodox Jews, young children, Hindu aunties and the Japanese hairdresser from opposite. Someone said something about the war and there was a silence. Then the Muslim shopkeeper said,"We won't let that come between us."
 "No! Quite right!" everyone agreed.



It was an amazing moment.  To me it felt like peace had just broken out. I went home and wrote the poem.The last stanza reads :-

We are the peace process
the mother, the brother.
We are the news, the ceasefire
pressed like coriander in a wrinkled palm.
We are the voice, the banner,
the handshake, brown on white on olive.
We are the ear, the eye, the promise,
prisoner released, girl unharmed, bomber stilled.

Two of the girls translated this stanza into French and Arabic. We were filmed as we read out the stanza in all three languages.

23. All (European) politics is national

At the end of May, 400 million EU citizens will be called to participate in the second-largest direct election in the world (the first being held in India). Since they last went to the polls to elect their parliament, in 2009, Europe has gone through an acute crisis that precipitated several countries deeper into recession than any peacetime shock they had suffered for a century. In several of the continent’s regions, more than a fourth of the labour force is unemployed. Over the last five years, the crisis has exposed many weaknesses in the design of the euro area and there has been no shortage of heated policy debates about the nature of the systemic reforms that were required. In the same vein, both the European Central Bank’s response and the pace of fiscal consolidation have been matters for ongoing controversies.

Against this background, one could expect political parties to offer clearly defined alternative choices for the future of Europe and citizens to participate to the elections en masse – even more so because the next parliament will have a say in the selection of the coming European Commission, the EU’s executive body. Expectations, however, are uniformly grim. Last time the election was held, turnout was 43% only. It is anticipated that it will be low again and that fringe national parties will be significant winners in the election. Throughout Europe, mainstream politicians are preparing for a setback. Some foresee a disaster.

There are three reasons for this paradox. First, citizens do not grasp what the European parliament is about. It is, in fact, an active and thorough legislator. Over the last five years, it has for example been an energetic player in the elaboration of a regulatory response to the global financial crisis and a staunch protector of European consumer. Recently it has played a major role in the creation of a banking union in the EU. But it is rarely the place where the debates that define the political agenda and capture the citizens’ attention are held.

Second, dividing lines within parliament are often national rather than political. On industrial policy, trade and regulation, as well as far as relationships with neighbours are concerned, which country you belong to matters as much as which camp you are from. Consequently, issues are often settled with a compromise that blurs the separation between left and right. As in addition virtually all the media are national and generally pitch the debate as opposing the national capital and ‘Brussels’ or another capital, voters have no perception of the sometimes very real differences between left and right.

Third, the fundamental European debate is of a constitutional nature and for this reason it cannot be settled by the parliament. This is true of the key issues that arose during the euro crisis: whether to rescue countries in trouble, whether to mutualise public debt, whether to change the decision rule for sanctions against excessive budget deficits, whether to go for a banking union. Each time the big question was, what do Germany, France and other Eurozone countries think? It was not what does the European parliament think, because almost by definition the parliament has always been in favour of more Europe.

These three obstacles to a pan-European political debate explain why fringe anti-EU parties like the UK Independence Party (UKIP), or the French National Front generally do well in the European parliament elections. Their simple message is that European integration is the wrong way to go and that national governments should repatriate powers from Brussels. As the scope for disagreement between the two main centre-right and centre-left parties is much narrower than the range of views amongst voters, voters who have sympathy for the anti-EU know why and for whom they should vote while those who are in favour of European integration do not have many reasons to vote, because the mainstream parties’ platforms are largely interchangeable.

To overcome the obstacle, a recent reform has stipulated that when appointing the European Commission’s president, the heads of state and government should take into account the result of the elections to the European parliament. In principle therefore, the next European Commission president will belong to the party holding the (relative) majority in the European parliament. Furthermore, the main parties have already nominated their candidates to the European Commission. This politicisation is meant to flag to the citizens that their vote matters and will result in determining the roadmap for the next five years. Unfortunately however, it is not clear whether mainstream parties will be able to formulate policy platforms that are defined enough to attract voters.

Does it matter? After all Europe’s situation is not unique. In the US participation rates in the mid-term elections (when the presidency is not in the ballot) are generally well below 50%. They are also rather low in other federations like India or Switzerland. As Tip O’Neill, the former speaker of the US House, used to say, “all politics is local” and this affects the voters’ behaviour. Europe, in a way, is awkward, but normal: the EU does the legislation, but politics is national.

This is however a too complacent reading of the reality. At a time when countries participating in the euro are confronted with major choices, the risk for Europe is to emerge from the elections with a weak legitimacy (because of the turnout) and a politically distorted parliament (because of the strong showing of the fringe parties). This would make governments wary of bold choices and could result in an unhealthy stalemate. It is not yet time for the EU to become boringly normal.

24. Collective emotions and the European crisis

Nationalist, conservative, and anti-immigration parties as well as political movements have risen or become stronger all over Europe in the aftermath of EU’s financial crisis and its alleged solution, the politics of austerity. This development has been similar in countries like Greece, Portugal, and Spain where radical cuts to public services such as social security and health care have been implemented as a precondition for the bail out loans arranged by the European Central Bank and International Monetary Fund, and in countries such as Finland, France, and the Netherlands that have contributed to the bailout while struggling with the crisis themselves. Together, the downturn that was initiated by the crisis and its management with austerity politics have created an enormous potential of discontent, despair, and anger among Europeans. These collective emotions have fueled protests against governments held responsible for unpopular decisions.

However, the financial crisis alone cannot fully explain these developments, since they have also gained momentum in countries like Britain, Denmark, Norway, and Sweden that do not belong to the Eurozone and have not directly participated in the bailout programs. Another unresolved question is why protests channel (once again) through the political right, rather than the left that has benefited from dissatisfaction for the last decades? And how is it that political debate across Europe makes increasing use of stereotypes and populist arguments, fueling nationalist resentments?

One way to look at these issues is through the complex affective processes intertwining with personal and collective identities as well as with fundamental social change. A particularly obvious building block consists of fear and insecurity regarding environmental, economic, cultural, or social changes. At the collective level, both are constructed and shaped in discourse with political parties and various interest groups strategically stirring the emotions of millions of citizens. At the individual level, insecurities manifest themselves as fear of not being able to live up to salient social identities and their inherent values, many of which originate from more secure and affluent times, and as shame about this anticipated or actual inability, especially in competitive market societies where responsibility for success and failure is attributed primarily to the individual. Under these conditions, many tend to emotionally distance themselves from the social identities that inflict shame and other negative feelings, instead seeking meaning and self-esteem from those aspects of identity perceived to be stable and immune to transformation, such as nationality, ethnicity, religion, language, and traditional gender roles – many of which are emphasized by populist and nationalist parties.

The urgent need to better understand the various kinds of collective emotions and their psychological and social repercussions is not only evident by looking at the European crisis and the re-emergence of nationalist movements throughout Europe. Across the globe, collective emotions have been at the center of major social movements and political transformations, Occupy Wall Street and the Arab Spring just being two further vivid examples. Unfortunately, our knowledge of the collective emotional processes underlying these developments is yet sparse. This is in part so because the social and behavioral sciences have only recently begun to systematically address collective emotions in both individual and social terms. The relevance of collective emotions in recent political developments both in Europe and around the globe suggests that it is time to expand the “emotional turn” of sciences to these affective phenomena as well.

25. Europe: it’s not all bad

Few times have been worse than the present to say anything good about the European Union (EU). It has faced many crises over the years, but none have been as serious as the current problems in the eurozone. Since news first broke of the difficulties in Greece in late 2009, pundits and political leaders have been falling over themselves in their efforts to ratchet up the language of doom and gloom. Under the circumstance, euro-optimists might be well-advised to lay low, and certainly they seem hard to find at the moment.

And yet this is the very time to remind ourselves of the achievements of the EU, because if we are to make sensible choices about where we go from here, we will need to have a clear idea of both its successes and its failures. Whatever happens to the euro, the EU is obviously on the brink of some major changes, generated not just by its immediate problems but also by some broader political and philosophical questions about the meaning and purposes of the European project.

Critics have focused on numerous themes in their recent attacks on the EU, among which is the recurring question of just what it means to be European. The EU is regularly accused of lacking clear purpose, and conventional wisdom suggests that Europeans have too little in common to weather the crises. After decades of convergence, we are now often told that Europeans are moving apart, with a growing backlash against European integration and – more specifically – a right-wing reaction against immigration, and talk of the failure of multiculturalism.

In truth, however, Europeans have a great deal in common , but they are often the last to realize this because they are repeatedly told about their differences, and the EU is repeatedly castigated for its lack of leadership and its failure to make a mark as an actor in the international system. The result is that many can no longer see the wood for the trees. It is only when we compare the European experience with that of other parts of the world that the patterns begin to emerge.

One of the clearest examples of Europeanism (if we understand this term as meaning the distinctive set of values and preferences that drive choices and preferences in Europe) is its secularism. Where support for organized religion is growing in almost every other part of the world, in Europe it is declining, and this is impacting the way Europeans think about politics, science, social relations, and moral questions.

Another example is offered by the redefinition of the role of states. It was in Europe that the Westphalian state system was born, and yet Europeans since the end of the Second World War have been reviewing their association with states: more are thinking of themselves as Europeans, while identity with nations has been growing. Meanwhile, Europeans have been rejecting traditional notions of patriotism, which – thanks to its long association with nationalism – has a bad reputation in Europe.
